To better fund wildlife and habitat conservation and recreation initiatives, Representatives Blake Moore (R-UT) and Jared Golden (D-ME) sponsored the Tax Stamp Revenue Transfer for Wildlife and Recreation Act. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) will benefit from the accelerated processing times and increased resources made possible by this amendment.
The National Firearms Act of 1934 (NFA) mandates a background check and a tax stamp payment of $200 from anyone wishing to transfer a suppressor. Although overall receipts from this tax are likely to surpass $200 million this year, this money is now transferred into the U.S. Treasury without any clear direction.
By transferring these taxes strategically, the Tax Stamp Revenue Transfer for Wildlife and Recreation Act would help fund conservation efforts, improve access to recreational opportunities, and streamline ATF procedures.
To speed up the approval of suppressor applications, the ATF’s NFA section would receive 15% of the entire revenue.
The remaining 15% would go toward the creation, upkeep, and operation of recreational shooting ranges, while the remaining 85% would go to the Pittman Robertson Wildlife Restoration Trust Fund to support wildlife conservation, law enforcement, hunter recruitment, and other related lawful activities.
These specialized shooting grounds help keep people who hunt and shoot responsibly from leaving the sport.

The Tax Stamp Revenue Transfer for Wildlife and Recreation Act would build on our long history of conservation by giving more money to conservation efforts and making it easier and faster for the ATF and FBI to process applications for suppressors. It would do this without changing the requirements for getting a suppressor.
